INVITATION TO BIDDERS CITY OF PITTSBURGH DEPARTMENT OF PUBLIC WORKS ADVERTISEMENT SEPARATE and SEALED PROPOSALS for the following project will be received at the Office of the City Controller, City-County Building, until 10:00 a.m., prevailing time, Thursday, August 15, 2013, and will be publicly opened and read one hour later in Room 301, City-County Building, Department of Public Works, in the large conference room: OLIVER BATH HOUSE RENOVATIONS GENERAL CONTRACT AND MECHANICAL CONTRACT BTE PROJECT NO. 128-6028 All bids must be made on the prepared Proposal form to be obtained at the Contract Office, Room 502 City-County Building, on and after Wednesday, July 17, 2013. For bids $200,000.00 or over, bids must be accompanied by a bid bond in the amount of fifty percent (50%) of the bid for the project under consideration. Said bond shall be duly and legally executed with a surety or trust company which has complied with City ordinances/resolutions relating thereto. Copies of the contract plans and specifications may be examined and obtained in Room 502, City-County Building. Charges (NO REFUNDS/OR EXCHANGES) in the amount of twenty-five ($25.00) dollars will be made for each set of bid documents obtained. Checks covering said charges shall be made payable to the "Treasurer, City of Pittsburgh." Wages paid on this project shall not be less than the minimum wages determined by the U. S. Department of Labor as set forth in the contract documents. The contractor will be required to comply with all applicable Equal Employment Opportunity requirements for Federally-Assisted construction contracts. The contractor must assure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Attention is called to Executive Order 11246, to Section 3 of the Housing and Urban Development Act of 1968, 12 U.S.C. 1701U, and to the Section 3 Clause and Regulations set forth in 24 CFR, Part 135. The contractor will be required to comply with the following laws, rules and regulations: President's Executive Order 11246, entitled "Equal Employment Opportunity", as amended by Executive Order 11375 and as supple- mented in Department of Labor Regulations (41 CFR, Part 60). Contractor shall comply with all applicable standards, orders, or regulations issued pursuant to the Clean Air Act as amended (42 U.S.C. 1875 et seq.). See 40 CFR, Part 15, for relevant regulations of the EPA. Contractor shall comply with the Davis-Bacon Act (40 U.S.C. 276-a to a-7) as supplemented by Department of Labor Regulations (29 CFR, Part 5 as enclosed in this Bid Package), and with the Contract Work Hours and Safety Standards Act (40 U.S.C. 327 et seq.) as supplemented by Department of Labor Regulations (29 CFR, Parts 5 and 1926). Procedures for compliances to these acts shall be as follows: 1. All specifications for construction contracts and subcontracts will contain the prevailing wage rates (as enclosed in this bid package) as determined by the Secretary of Labor in accordance with the Davis-Bacon Act, as amended (40 U.S.C. 276-a to 276-C-5) and provision that overtime compensation will be paid in accordance with the Contract Work Hours and Safety Standards Act Regulations (29 CFR, Parts 5 and 1926). The contract provisions shall require that these standards be met. Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity (Executive Order 11246): Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Specifications" set forth in 41 CFR Public Contracts and Property Management Part 60-4.3 Equal Opportunity Clauses. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the "covered area" are as follows: Goals for minority participation for each trade: 6.3% of all work hoursGoals for female participation for each trade: 6.9% of all work hours These goals are applicable to all contractor's construction work (whether or not it is Federal or federally assisted) performed in the "covered area." As used in this notice, and in the contract resulting from this solicitation, the "covered area" is Pittsburgh SMSA (Allegheny, Washington, Beaver and Westmoreland counties). The contractor shall comply with Title VI of the Civil Rights Act of 1964, Section 109 of the Community Development Act of 1974, with Executive Order 11625 (Minority Business Enterprise) and Executive Order 12138 (Women's Business Enterprise). The bidders will be required to submit the package of certifications included with the contract documents relating to Equal Employment Opportunity. The City reserves the right to withhold the award of contract for a period of sixty (60) calendar days after the opening of bids. The Directors of the Department of Public Works, and the Department of Finance, reserve the right to reject any or all proposals. A pre-bid conference will be held on Wednesday, July 24, 2013, at 10:00 a.m., prevailing time, with City of Pittsburgh personnel and all prospective bidders and other interested parties to discuss this project.
