Notice of an Intent to Remediate to an Environmental Standard. Pursuant to the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995, P.L. 4, No. 1995-2., notice is hereby given that Mallet and Company (Mallet) has submitted to the Pennsylvania Department of Environmental Protection a Notice of Intent to Remediate a site located at 51 Arch Street Extension, Rosslyn Farms Borough, Allegheny County. This Notice of Intent to Remediate states that the site is a baking and food industry edible oil, shortening, icing stabilizer, emulsifier, lubricant, and release agent manufacturer. The site has been found to be contaminated with select volatile organic compounds, semi-volatile organic compounds, and metals which have contaminated soil and groundwater due to historical industrial uses at the site. Mallet has indicated that the proposed remediation measures will consist of the completion of site characterization activities, demonstrating/attaining Act 2 standards for soil, monitoring groundwater for Act 2 attainment, the use of existing site improvements and ground covers as engineering controls, the use of a non-residential site use limitation as an institutional control and, the submittal of Act 2 Reports for PADEP review and approval. The proposed future use of the property will be non-residential for the manufacture of edible oils, shortenings, icing stabilizers, emulsifiers, lubricants, and release agents for the baking and food industries. Mallet plans to use the site-specific standard at the site. The Act provides for a 30-day public comment period for site-specific standard remediations. The 30-day comment period is initiated with the publication of this notice. Until March 22, 2014 (date 30 days after the newspaper publication date), Rosslyn Farms Borough may submit a request to Mallet to be involved in the development of the remediation and reuse plans for the site. Rosslyn Farms Borough may also submit a request to Mallet during this 30-day comment period to develop and implement a public involvement plan. Copies of these requests and of any comments should also be submitted to the Department of Environmental Protection at 400 Waterfront Drive, Pittsburgh, PA 15222-4745 (Attn: Evan Elliott).
