O'Hara Township Brownshill Road Bridge Replacement Project      Sealed bids will be received by the Township of O'Hara for the construction and all work incidental thereto required to complete a designated section of Brownshill Road, which includes the con- struction of a 36.5' single span pre-stressed concrete spread box beam bridge and approach roadway. Bids will be received until 4:00 PM, prevailing time on Tuesday, September 18, 2018. At its regular meeting to be held on Monday September 10, 2018 at 7:00 p.m., in Council Chambers at the Crafton Borough Building and Community Center, 100 Stotz Avenue, Crafton, PA 15205, the Council of the Borough of Crafton will consider the adoption of, and if appropriate enact, a proposed ordinance entitled: AN ORDINANCE OF THE BOROUGH OF CRAFTON, ALLEGHENY COUNTY, PENNSYLVANIA, AMENDING CHAPTER 225 OF THE CRAFTON BOROUGH CODE OF ORDINANCES, ZONING, AS AMENDED, TO: (I) ESTABLISH “TATTOO PARLOR AND BODY PIERCING ESTABLISHMENT, ADULT-ORIENTED” AND “ADULT-ORIENTED BUSINESS” AS CONDITIONAL USES IN THE I INDUSTRIAL DISTRICT; (II) ESTABLISH “TATTOO PARLOR AND BODY PIERCING ESTABLISHMENT, NOT ADULT-ORIENTED” AS A PERMITTED USE BY RIGHT IN THE C-1 SHOPPING CENTER AND C-2 COMMERCIAL CORE DISTRICTS; (III) ESTABLISH PARKING REQUIREMENTS FOR THE “TATTOO PARLOR AND BODY PIERCING ESTABLISHMENT, ADULT-ORIENTED” AND “TATTOO PARLOR AND BODY PIERCING ESTABLISHMENT, NOT ADULT-ORIENTED” USES; (IV) ESTABLISH USE-SPECIFIC CONDITIONAL USE CRITERIA FOR THE “TATTOO PARLOR AND BODY PIERCING ESTABLISHMENT, ADULT-ORIENTED” USE; (V) AMEND THE USE-SPECIFIC CRITERIA FOR “ADULT-OREINTED BUSINESS”; (VI) ESTABLISH A DEFINITION FOR “TATTOO PARLOR AND BODY PIERCING ESTABLISHMENT, ADULT ORIENTED,” “TATTOO PARLOR AND BODY PIERCING ESTABLISHMENT, NOT ADULT-ORIENTED,” “TATTOO SERVICES,” “BODY PIERCING SERVICES” AND “SPECIFIED ANATOMICAL AREAS”; (VII) AMEND THE DEFINITION OF “ADULT-ORIENTED BUSINESS”; (VIII) REPEAL ALL PRIOR INCONSISTENT ORDINANCES; AND (IX) ESTABLISH THE ORDINANCE EFFECTIVE DATE. This proposed ordinance amends Chapter 225 of the Crafton Borough Code of Ordinances, Zoning, as amended to: (1) establish “Tattoo parlor and body piercing establishment, adult-oriented” and “Adult-oriented business” as conditional uses in the I Industrial District; (2) establish “Tattoo parlor and body piercing establishment, not adult-oriented” as a permitted use by right in the C-1 Shopping Center and C-2 Commercial Core Districts; (3) establish parking requirements for the “Tattoo parlor and body piercing establishment, adult-oriented” and “Tattoo parlor and body piercing establishment, not adult-oriented” uses; (4) add use-specific conditional use criteria for the “Tattoo parlor and body piercing establishment, adult-oriented” use; (5) amend the use-specific criteria for the “Adult-oriented business”; (6) establish definitions for “Tattoo parlor and body piercing establishment, adult-oriented,” “Tattoo parlor and body piercing establishment, not adult-oriented,” “Tattoo services,” “Body piercing services” and “Specified anatomical areas”; (7) amend the definition of “Adult-oriented business”; (8) repeal all prior inconsistent ordinances; and (9) establish the ordinance effective date. 2. This proposed ordinance amends Chapter 225 of the Crafton Borough Code of Ordinances, Zoning, as amended to: to (1) eliminate commercial uses which are permitted elsewhere in the Borough and which are permitted as conditional uses in the Borough's R-1 Single Family Residential District and the R-2 Single and Multifamily Residential District including assisted living facility; community service institution or facility; day care center; educational, religious and philanthropic institution; hospital or nursing home; uses in the Steuben Street Overlay; and funeral home; (2) permit Day Care – Home as a conditional use in the R-1 Single family Residential District and the R-2 Single and Multifamily Residential District; (3) amend the definition of Day-Care Center and School, Public or Private; (4) repeal all prior inconsistent ordinances; and (5) establish the ordinance effective date. A complete true and correct copy of the proposed ordinances are on file and may be examined or copied by the public at the Crafton Borough Building and Community Center, 100 Stotz Avenue, Crafton, PA 15205, during the hours of 8:30 a.m. to 4:30 p.m., Monday through Friday.
