1. The Public Parking Authority of Pittsburgh ("Authority") shall accept sealed bids for the performance of the work described below (the "Work") at its office at 232 Boulevard of the Allies, Pittsburgh, Pennsylvania, 15222, until 2 p.m. local time on Thursday, May 9th, 2019. 2. DESCRIPTION OF WORK: The Project entails the demolition of an existing multi-story parking structure, located at 136 Ninth Street, Pittsburgh, PA 15222. 3. The Instructions to Bidders, including the Form of Bid, Form of Agreement, General Conditions, Plans and Specifications, will be made available after 3 p.m. local time on Tuesday, April 16th, 2019. Bidders are required to REGISTER in order to bid the project as a Prime Contractor. The purpose of the pre-bid conference is to provide additional detail regarding the Work. The information provided at the pre-bid conference will be essential in preparing a bid to perform the Work. Persons or entities that intend to submit bids to perform the Work are required to send to the pre-bid conference at least one representative who will understand the information presented at the pre-bid conference in a manner that allows such information to be incorporated in the preparation of the bid to perform the Work. It is expected that the representative who attends the pre-bid conference will be experienced in construction matters and employed by the bidder in a supervisory capacity. Pre-bid attendance is mandatory. 5. Sealed bids received prior to the deadline will be publicly opened and read at 2 p.m. local time on Thursday, May 9th, 2019. 6. ADVERTISEMENT Sealed proposals will be received by the Borough of Castle Shannon of Allegheny County, Pennsylvania at the Borough office located at 3310 McRoberts Road, Castle Shannon, Pennsylvania 15234-2711 until 12:00 PM prevailing time on April 30, 2019, for the following project: CONTRACT NO. 19-R01 (LIQUID FUELS) 2019 ROADWAY IMPROVEMENT PROGRAM The scope of work generally consists of approximately 12,000 square yards of roadway milling and profiling, 2½" Superpave WMA binder course and 1½" Superpave WMA wearing course; base repair; keyway milling; wedge curb spot repair; structure adjustments; remove and replace sign and breakaway post; and all necessary appurtenances for said construction on various Borough roadways. All work shall be constructed according to drawings and specifications which are on file at the office of the Owner and Lennon, Smith, Souleret Engineering, Inc.; 846 Fourth Avenue; Coraopolis, Pennsylvania 15108-1522. Bids will be publicly opened and read aloud approximately at 12:00 PM on May 24, 2018, at the Borough office. Bid Documents are being distributed by F. L. Haus Company, 921 Ridge Avenue, Pittsburgh, PA 15212. All bidders are required to buy the full set specifications for a non-fundable deposit of $75.00 from F. L. The Borough reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. The Borough shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Borough may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Borough has received all required approvals from other governmental agencies.
