INVITATION TO BID The Borough of Etna will receive sealed bids for Etna Riverfront Trail and Park – Phase Two in the Borough of Etna, Allegheny County, Pennsylvania. All Bids must be delivered to the Borough of Etna no later than 12:00 p.m. on June 5, 2020 at the Borough Building, 437 Butler Street, Etna, Pennsylvania 15223. Bids will be publicly opened and read aloud approximately at 12:00 pm on June 5, 2020 in the public meeting room at the Borough Building, 437 Butler Street, Etna, Pennsylvania 15223. As a concern for public health and safety, a virtual meeting option may be utilized for the pre-bid meeting, the bid opening, and/or the award meeting. The final decision for each of these meetings will be publicized as an upcoming addendum. Copies of the Contract Documents will be available for downloading after 12:00 pm on May 14, 2020 thru Accu-Copy Reprographics at their public planroom at www.planroom.accu-copy.com or by calling 724-935-7055. Contract documents will not be mailed or available for pickup at the Borough of Etna. Bids shall be delivered in a sealed envelope and clearly labeled on the outside with the words: “Etna Riverfront Trail and Park – Phase Two.” Bids must be accompanied by a certified check or bid bond payable to the order of the Borough of Etna, in the amount of 10% of the total bid for the Etna Riverfront Trail and Park. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications or any applicable statutes of the State of Pennsylvania or any municipal ordinances. All work shall be constructed according to the Contract Documents. A pre-bid meeting will be held on May 22, 2020 at 1:00 p.m. Attendees will meet at the public meeting room at the Borough Building, 437 Butler Street, Etna, Pennsylvania 15223 to discuss the particulars for this project. Attendance by prospective bidders is strongly recommended but is not mandatory. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”. Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964. Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran Owned Small Businesses." The Borough of Etna shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within sixty (60) days of the date of bid opening; provided, however that the Borough of Etna may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Borough of Etna has received all required approvals from other governmental agencies. Questions shall be submitted in writing to EPDGeneral@epd-pgh.com. Request For Information (RFI) shall have the subject heading of “Etna Riverfront Trail and Park – Phase Two RFI”. The RFIs are due no later than 11:00 A.M. on May 25, 2020 and formal responses will be issued no later than 1:00 P.M. on May 27, 2020. PROPOSED FINAL GENERAL FUND BUDGET ADOPTION The Shaler Area School District Board of School Directors has adopted a Proposed Final Budget for the 2020-21 school year at its Legislative Meeting held on Wednesday, May 13, 2020. The Proposed Final Budget may be inspected at www.sasd.k12.pa.us. Final adoption is scheduled for the Combined Committee of the Whole and Regular Voting Meeting of the Shaler Area Board of Directors, which has been scheduled for Wednesday, June 17, 2020 at 6:00 p.m. The meeting will be held via a remote meeting platform. NOTICE OF PUBLIC HEARING ALLEGHENY COUNTY HIGHER EDUCATION BUILDING AUTHORITY The Allegheny County Higher Education Building Authority (the "Authority") will hold a public hearing on Tuesday, May 26, 2020 at 9:00 a.m. prevailing time, on behalf of the Authority and Allegheny County, at the offices of the Authority located at One Chatham Center, Suite 900, 112 Washington Place, Pittsburgh, PA 15219, to discuss the issuance of taxable and tax-exempt revenue bonds in one or more series (the "Bonds") by the Authority for the projects identified below. NOTICE IS HEREBY GIVEN THAT AS A RESULT OF ORDERS ISSUED BY THE COMMONWEALTH OF PENNSYLVANIA IN CONNECTION WITH THE COVID-19 PANDEMIC, THE PUBLIC HEARING WILL BE HELD REMOTELY. PERSONS DESIRING TO EXPRESS THEIR VIEWS ON THE PROJECT AND THE FINANCING SHOULD FOLLOW THE INSTRUCTIONS CONTAINED BELOW IN THIS NOTICE. A. Initial Owner/Operator: Duquesne University of the Holy Spirit, a Pennsylvania nonprofit corporation (the "University"). B. Maximum Amount of Bonds: $80,000,000. C. Description of the Projects to be Financed: The proceeds of the Bonds will be loaned to the University as part of a plan of finance to finance all or a portion of the costs of (1) the acquisition of real property located at 1323 Forbes Avenue, Pittsburgh, PA 15219, on which property the University intends to construct a new College of Medicine (the "College of Medicine Property"), and demolition of the existing buildings and structures thereon, (2) other miscellaneous capital expenditures at the University's facilities in Pittsburgh, including expenditures relating to the construction of the College of Medicine, (3) the refunding of all or a portion of the outstanding Allegheny County Higher Education Building Authority University Revenue Bonds, Series A of 2011 (Duquesne University) (the "2011 Bonds"), Allegheny County Higher Education Building Authority University Revenue Bonds, Series A of 2013 (Duquesne University) (the "2013 Bonds"), and Allegheny County Higher Education Building Authority University Revenue Refunding Bonds, Series A of 2014 (Duquesne University) (the "2014 Bonds"), and (4) paying the related financing costs.
