Section 00 1113 Advertisements for Bids Operations Facility Improvements Project THE BETHEL PARK MUNICIPAL AUTHORITY Sealed Bids will be received by the Bethel Park Municipal Authority (OWNER) at the Authority offices located at 5100 West Library Avenue, Bethel Park, PA 15102 until 2:00 PM local time on March 22, 2017, at which time and place said Bids will be opened and publicly read aloud. The general description of the Work includes, but is not limited to the following: Contract One - General Construction: This contract generally consists of the conversion of an existing building to a new lab and office facility for the Bethel Park/South Park wastewater treatment plant. The existing building previously contained sand filters that have been demolished and filled in. Other demolition has already been completed. General overall building construction will include new doors and windows cut into existing walls, a new metal roof, and numerous interior improvements. The laboratory construction will consist of new equipment, casework, appliances, and facilities that will constitute a fully functioning lab. Interior construction will partially include interior walls, floors, windows, ceiling, bathrooms, locker rooms, a conference room, lunch room, and various office spaces with furniture. General painting and sealing are also required. Site work consists of paving, installation of site (exterior) utility piping, and installation of minimal E&S controls. Some minor demolition will be required. General Contractor is to coordinate closely with the Electrical Contractor and Plumbing/HVAC Contractor. Contract Two - Electrical Work: This contract consists of the installation of new laboratory equipment power and control, power/control of new HVAC systems, a new communications system for the new lab/office (phones and IT system), communication system circuitry and controls, new server system in the new IT room, new interior and exterior lighting, outlets/power for offices and other interior spaces, panelboards, motor control center components, disconnect switches and associated conduit and wire. Coordination with General Construction Contractor and Plumbing/HVAC Contractor for connection of new equipment provided under Contracts One and Three. Contract also includes minimal painting of conduit and other miscellaneous work items necessary for a complete installation. Contract Three - Plumbing/HVAC: This contract consists of the installation of new plumbing and HVAC systems for the new facility. This work may include the installation of new ductwork and appurtenances, air conditioning and heating systems, fans, louvers, air regulators, mechanical insulation, interior utility piping including water, sewer, gas, and drains, and associated valving. The work may also include installation of plumbing fixtures including, but not limited to, toilets, showers, sinks, water heaters, drains, and associated piping systems. Coordination with General Construction Contractor and Electrical Contractor for work provided under Contracts One and Two. A more complete description of the Work is provided in the Contract Documents which can be examined at the Authority treatment plant or the offices of the Wade Trim, Inc. (ENGINEER) at the following address: Three Gateway Center, 401 Liberty Ave, Suite 1600, Pittsburgh, PA, 15222. Site inspections prior to bid can be scheduled by calling Scott Dunn, Treatment Plant Superintendent at 412-831-1049. Digital copies of documents, on CD disc, for bidding purposes may be obtained at the offices of Wade Trim, Inc. between the hours of 9:00 AM and 3:00 PM local time, Monday through Friday, in the amount of $20.00 (checks or money orders, no cash). This fee is non-refundable. Checks should be made out to Wade Trim, Inc. The documents may be picked up on or after February 24, 2017. Each proposal shall be accompanied by a Bid Bond in the amount of ten percent (10%) of the total bid which will be returned upon award of the Contracts. The successful bidder will be required to furnish a performance bond and labor and material bond at contract initiation for the full amount of the contract. Upon accepted completion of the contracts, the successful bidder will be required to provide a two (2) year maintenance bond for the work performed. A MANDATORY PRE-BID MEETING will be held at the South Park treatment plant located at 3100 Piney Fork Road, South Park, PA 15129 on March 2, 2017, at 10:00 AM. Any bid that is received from a Contractor who was not represented at the meeting will be rejected and the bid returned unopened. Pennsylvania Prevailing Minimum Wage Rates will apply to all work on this project. All materials and equipment must meet the requirements of the Pennsylvania Steel Products Procurement Act. THE Spring Cove School District will receive sealed Bids for the Track Resurfacing at Central High School Project until 12:00 p.m. on Thursday the 9th day of March, 2017 in the Administration Office of the Spring Cove School District located at 1100 East Main Street, Roaring Spring, PA 16673 (814.224.5124). Bids will be publicly opened and read aloud at that time. Copies of the Contract Documents may be obtained at the Administration Office after 12:00pm (noon) on Tuesday the 21st of February, 2017 by depositing Fifty Dollars ($50.00) for each set of Documents so obtained from the Spring Cove School District. The fee for bidding documents is non-refundable. A set of Contract Documents is available for review in the Administration Office. Providers shall familiarize themselves with all of the Contract Documents as they will be held responsible to fully comply therewith in the event of a successful proposal. Submission of a bid indicates that provider is fully conversant with all requirements of the Contract Documents. Proposal shall be submitted in an envelope clearly marked on the outside "Bid for Track Resurfacing at Central High School" and shall be mailed or delivered to the Administration Office, to be received not later than the time as stated above. Oral, telephonic (facsimile, e-mail, or telex), or telegraphic bids are invalid and will not receive consideration. A Pre-bid Conference will be held at 1:00 p.m. on February 27th, 2017 at the Central High School, located at 718 Central High Road, Martinsburg, PA 16662. A certified check payable to Spring Cove School District, or a Bid Bond in the form set forth in the Contract Documents executed by the Bidder and acceptable to the Surety in the amount equal to ten percent (10%) of the total Bid, shall be submitted with each Bid, pledging that the bidder will enter into a contract with the Board on the terms stated in the bid documents. Should the bidder refuse to enter into a contract or fail to furnish required performance bonds (if required) the amount of the security shall be forfeited to the Board as liquidated damages, not as a penalty. Attention is called to the fact that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin. Bids must be submitted on the bid form provided and prices shall be irrevocable for a period of sixty (60) days from the due date for the purpose of reviewing the Bids and investigating the qualifications of bidders prior to awarding of the Contract. The scheduled substantial completion date for the Project is July 14, 2017. All work will be performed under the statutes and regulations of the Commonwealth of Pennsylvania, the Pennsylvania Department of Education, and any regulations and codes that related to construction and environment within the Commonwealth. This project is subject to the Pennsylvania Prevailing Wage Act of 1961, approved August 15, 1961, P.L. 987, as amended and reference is made to the prevailing minimum wage rates applicable to this project which have been promulgated by the Secretary of Labor and Industry.
