NOTICE TO BIDDERS SHALER TOWNSHIP OF ALLEGHENY COUNTY, PENNSYLVANIA Sealed Proposals will be received by Shaler Township at the Municipal Building, 300 Wetzel Rd, Glenshaw, PA 15116 until 2:00 p.m. prevailing time on Wednesday, June 14, 2017 for: 2017 MANHOLE TO MANHOLE LINING REPAIRS CONTRACT Contract A This project involves approximately 74 sanitary sewer CIPP repairs consisting of full length manhole to manhole lining repairs, internal reinstatement of active service laterals, and all incidental items including traffic control, site restoration and resident notifications. Contract B This project involves approximately 65 sanitary sewer CIPP repairs consisting of full length manhole to manhole lining repairs, internal reinstatement of active service laterals, and all incidental items including traffic control, site restoration and resident notifications. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words "2017 MANHOLE TO MANHOLE LINING REPAIRS CONTRACT". Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the Shaler Township Municipal Building, 300 Wetzel Rd, Glenshaw, PA 15116 where sets of said documents may be obtained upon payment of $50.00 per set. No refund will be made for the return of any documents. An additional $10.00 will be required for each set of plans if they are to be mailed. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. All proposals must be in the hands the Township Manager's Office, Shaler Township, 300 Wetzel Road, Glenshaw, PA 15116, on or before June 14, 2017 at 2:00 p.m. prevailing time and the same will be opened and read publicly immediately thereafter. The Proposals must be made to the Shaler Township, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Proposal guarantee. Pennsylvania Prevailing Wages shall be paid on this contract. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Shaler Township in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Owner reserves the right to reject any or all Bids, or any part thereof, for any reason, and also reserves the right to waive any informality therein. The Bidder is advised that the Township will award the contract to the lowest responsible pre-qualified bidder based on the total bid submitted. However, the bidder is advised that the Township expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible pre-qualified bidder a contract for all or any portions of the work listed in the proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.
