Received bids will be publicly opened and read aloud immediately thereafter. Bids shall be delivered in a sealed envelope and clearly marked on the outside with the name and address of the Bidder, the time and date of the bid opening and the words "WARRENDALE PARK IMPROVEMENTS". Bids that are mailed or delivered by a commercial service shall be placed in a sealed, properly marked envelope placed within a sealed, properly marked delivery envelope. It shall be the Bidder's responsibility to assure its bid is delivered before the time of bid opening. Any bid that is delivered after the scheduled time of the bid opening will be returned unopened to the Contractor and will not be considered as an official submission. Bidding Documents will be mailed upon request after receipt of payment plus any applicable shipping fees. No refund will be made for the return of any documents. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; and the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran-Owned Small Businesses.
