NOTICE OF SUBSTANTIAL AMENDMENT MUNICIPALITY OF PENN HILLS, PA FY 45 and FY 46 ANNUAL ACTION PLANS AND THE PENN HILLS CITIZEN PARTICIPATION PLAN AS A RESULT OF THE CARES ACT The purpose of this notice is to present substantial amendments to the Municipality of Penn Hills' FY 45 and FY 46 Annual Action Plans for the use of Community Development Block Grant funds. In accordance with CDBG program regulations, the Municipality is allowed to make substantial amendments to its Annual Action Plan and Budget in accordance with the Municipality's Citizen Participation Plan and CARES Act guidelines. Penn Hills has determined that it is necessary to amend the approved CDBG program budget for the previously approved program years FY 45 and FY 46. This is considered a substantial amendment in accordance with the Municipality's Citizen Participation Plan as the following applies: a) Adding or dropping an activity. The amendments to the FY 45, FY 46 CDBG Annual Action Plan and Citizen Participation Plan are proposed as follows: Year 45 - The Year 45 budget will be revised to add public services, rehab, senior aid rehab, the handrail program, $20,000.00 for WPHCA, mortgage and rental assistance in the amount of $200,000.00, $20,000.00 for GPA and an additional $73,711.00 for Townwide Demolition and Street Reconstruction, $33,711.00 and $40,000.00 respectively. Year 46 The Year 46 budget will be revised to remove public services, rehab, senior aid rehab and the handrail program from the year 46 budget freeing up $122,000.00 for Townwide Demolition and Street Reconstruction, $22,000.00 and $100,000.00 respectively. Citizen Participation Plan - The Municipality of Penn Hills is amending its Citizen Participation Plan for the Municipality's CDBG and other Federal Grant Programs. In the event of a local, state or federally declared emergency the Municipality of Penn Hills may conduct meetings virtually via conference call or web streaming. A copy of the proposed amendment of the Citizen Participation Plan is available for review at: www.pennhills.org for a period of 5 days beginning Tuesday, May 12, 2020 and ending on Monday, May 18, 2020 In order to obtain the views of residents, public agencies and other interested parties, Penn Hills has placed the Substantial Amendment on public display beginning Monday, May 11 at the following location: Penn Hills Government Center, 102 Duff Road, Penn Hills, PA 15235. This document will be available to the public during normal hours of operation for a period of five (5) days until Monday, May 18, 2020, after which time the Substantial Amendment will be considered by Council for submittal to HUD for approval. On Monday, May 18, 2020, the Mayor and Council of Penn Hills will meet at 7:00 PM in Council Chambers Municipal Building, 102 Duff Road, Penn Hills, PA 15235, to consider the proposed substantial change to the FY 45 and FY 46 CDBG Annual Action Plans. All interested persons, groups, and organizations are encouraged to attend this public hearing and will be given the opportunity to present oral or written testimony concerning the proposed amendment for the FY 45 and FY 46 Annual Action Plans.
