NOTICE OF APPLICATION AND FUNDING AVAILABILITY Allegheny County Economic Development (ACED) and the City of Pittsburgh, Office of Management and Budget (CITY) are pleased to announce joint applications are available for the Emergency Solutions Grants (ESG) Program funding. ACED and the City will award funding from at least their 2020 Direct Entitlements, ESG Coronavirus Aid, Relief and Economic Security (ESG-CV) any 2020 Pennsylvania Department of Community and Economic Development (PA-DCED) ESG and ESG-CV funds received. These applications will also be used for any future COVID-related Federal or State allocations of ESG funding received by either entity. The Emergency Solutions Grants (ESG) program provides funding to: (1) engage homeless individuals and families living on the streets; (2) improve the number and quantity of emergency shelters for homeless individuals and families; (3) help operate these shelters; (4) provide essential services to shelter residents; (5) rapidly re-house homeless individuals and families; and (6) prevent families and individuals from becoming homeless. Agencies awarded funds are required to participate in the Homeless Management Information System (HMIS) except for domestic violence shelters, they must use a comparable database to HMIS. Regulations for the ESG-CV funds have not been published; agencies are expected to follow all regulations and program policies once enacted. Eligible ESG Components: 1) Street Outreach - funds may be used for essential services related to reaching out to Unsheltered homeless individuals and families connecting them with emergency shelter, housing, or critical services, and providing them with urgent, non-facility-based care. Eligible costs include engagement, case management, emergency health and mental health services, and transportation 2) Emergency Shelter - funds may be used for providing essential services, including services to special populations, to homeless families and individuals in emergency shelters, operating expenses and renovating emergency shelters. Because these costs are focused on emergency shelter, a transitional facility will only be eligible to receive Emergency Solutions Grants funds for the agency received funds in 2010 and does not require clients to sign a lease or occupancy agreements. 3) Homelessness Prevention and Rapid Re-Housing (HP RRH) funds may be used for rental assistance, housing relocation and stabilization services, Housing Quality Standards (HQS) inspection services, rent reasonableness and Fair Market Rent (FMS) analysis. Client eligibility for ESG HP RRH funding must be at or below 30% of the area median income. Client eligibility for the Homelessness Prevention component of the CARES Act funding must be at or below 50% of the area median income. The centralized intake for both funding sources will be provided by Allegheny County Department of Human Services Allegheny Link. INVITATION TO BID The Borough of Etna will receive sealed bids for Etna Riverfront Trail and Park – Phase Two in the Borough of Etna, Allegheny County, Pennsylvania. All Bids must be delivered to the Borough of Etna no later than 12:00 p.m. on June 5, 2020 at the Borough Building, 437 Butler Street, Etna, Pennsylvania 15223. Bids will be publicly opened and read aloud approximately at 12:00 pm on June 5, 2020 in the public meeting room at the Borough Building, 437 Butler Street, Etna, Pennsylvania 15223. As a concern for public health and safety, a virtual meeting option may be utilized for the pre-bid meeting, the bid opening, and/or the award meeting. The final decision for each of these meetings will be publicized as an upcoming addendum. Copies of the Contract Documents will be available for downloading after 12:00 pm on May 14, 2020 thru Accu-Copy Reprographics at their public planroom at www.planroom.accu-copy.com or by calling 724-935-7055. Contract documents will not be mailed or available for pickup at the Borough of Etna. Bids shall be delivered in a sealed envelope and clearly labeled on the outside with the words: “Etna Riverfront Trail and Park – Phase Two.” Bids must be accompanied by a certified check or bid bond payable to the order of the Borough of Etna, in the amount of 10% of the total bid for the Etna Riverfront Trail and Park. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications or any applicable statutes of the State of Pennsylvania or any municipal ordinances. All work shall be constructed according to the Contract Documents. A pre-bid meeting will be held on May 22, 2020 at 1:00 p.m. Attendees will meet at the public meeting room at the Borough Building, 437 Butler Street, Etna, Pennsylvania 15223 to discuss the particulars for this project. Attendance by prospective bidders is strongly recommended but is not mandatory. Attention is directed to the fact that procurement is subject to all requirements of the Pennsylvania “Steel Products Procurement Act, Act No. 1978-3”. Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964. Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise; and the Allegheny County Ordinance #6867-12, setting forth goals of 5 percent Veteran Owned Small Businesses." The Borough of Etna shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within sixty (60) days of the date of bid opening; provided, however that the Borough of Etna may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Borough of Etna has received all required approvals from other governmental agencies. Allegheny County Volunteer Board for the Emergency Food and Shelter Program The Allegheny County Volunteer Board for the Emergency Food and Shelter Program (EFSP) is anticipating the receipt of $572,610 in funding for the EFSP Phase 37 spending period, set to run from April 1, 2020, and continue for approximately 10-14 months. In addition, Allegheny County will receive $816,378 for COVID-19 supplemental funds through the Coronavirus Aid, Relief, and Economic Security (CARES) Act. These funds are made available through the U.S. Department of Homeland Security/Federal Emergency Management Agency. Funds will be allocated by the Board to agencies providing served meals and mass shelter to prevent hunger and homelessness. Agencies must be non-profit, non-discriminating, and be able to demonstrate their capacity to spend these funds efficiently. During the previous spending period, Phase 36, the Allegheny County jurisdiction received and awarded a total of $615,662 from EFSP. THE SCHOOL DISTRICT OF PITTSBURGH SUMMARY NOTICE UNDER LOCAL GOVERNMENT UNIT DEBT ACT Notice is hereby given that the Board of School Directors of The School District of Pittsburgh will consider, at a regular meeting to be held on Wednesday, May 20, 2020, at 2:00 p.m., through Livestream, in the Board Room, Second Floor, of the Administrative Offices, 341 South Bellefield Avenue, Pittsburgh, Pennsylvania, together with such other business as may come before the Board, the adoption of a resolution authorizing nonelectoral debt in the presently estimated amount not to exceed $20,000,000, and summarized as follows: Article 1 defines certain terms, including the Bonds and the Project, which consists generally of : (1) the current refunding, in order to achieve debt service savings over the life of the series, of all of the outstanding School District General Obligation Bonds, Series A of 2010, (2) the current refunding, in order to achieve debt service savings over the life of the series, of all of the outstanding School District General Obligation Bonds, Series C of 2010, (3) the funding of architectural and engineering design and construction of capital projects and major maintenance of facilities throughout the School District and (4) paying all costs and expenses incurred by the School District in connection with the issuance and sale of the Bonds. Articles 2 and 3 authorize the incurrence of nonelectoral debt by the issuance of General Obligation Bonds, and establish one or more sinking funds. Article 4 provides the form, maturity amounts, interest rates and the terms and provisions for the payment of the Bonds. Articles 5, 6, 7 and 8 address the Sinking Fund Depositary, events of default, and amendment and discharge of the security documents. Article 9 contains federal income tax covenants. Article 10 contains the securities law covenants. Article 11 provides for the sale of the Bonds, establishes certain funds and sets forth certain directions for Settlement, while Article 12 authorizes other related and necessary actions.
