NOTICE TO BIDDERS BOROUGH OF GREEN TREE ALLEGHENY COUNTY, PENNSYLVANIA Sealed Proposals will be received by the Borough of Green Tree 10 West Manilla Avenue, Pittsburgh, PA 15220 for the following: • Fire Hall Entrance Concrete Slab Replacement Contract - Removal and replacement of existing reinforced concrete slabs at the entrance to the Green Tree Fire Hall to include replacement of 4,300 square feet of 8" thick reinforced concrete driveway, installation of 53 linear feet of concrete curb, replacement of 150 square feet of sidewalk including two handicap ramps and two detectable warning devices, adjustment of one inlet grate and one manhole casting and the installation of 15 square yards of asphalt paving. All Proposals must be received by the Borough of Green Tree, at the office of the Borough Manager located in the Municipal Center, 10 W. Manilla Avenue, by 10:00 A.M., prevailing time, September 5, 2013 and the same will be publicly opened and read immediately there after. There will be a MANDATORY pre-bid conference held at the Green Tree Municipal Center, 10 W. Manilla Avenue, on August 28, 2013 at 10:00 A.M. All Contractors presenting proposals for the Fire Hall Entrance Concrete Slab Replacement Contract must be present at the pre-bid conference for their proposal to be considered. All bidders must be currently certified as a Pre-Qualified Bidder (General Contractor) with the Borough of Green Tree. Any bid submitted without the words "Borough Pre-Qualified as General Contractor" written on the front of the sealed bid proposal will be rejected without being opened. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words "Bid for Fire Hall Entrance Concrete Slab Replacement Contract" Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the Green Tree Borough Municipal Offices, 10 W. Manilla Avenue, Pittsburgh, PA 15220. Sets of said documents may be obtained upon payment of $50.00 per set from Green Tree Borough, 10 W. Manilla Avenue, Pittsburgh, PA 15220. No refund will be made for the return of any documents. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Borough of Green Tree, Allegheny County, Pennsylvania in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Proposals must be made to the Borough of Green Tree, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw its Proposal during the sixty (60) day period without forfeiting its Bid guarantee. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. The Borough reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein. The Bidder is advised that the Borough will award the contract to the lowest responsible bidder based on the total bid submitted for all work listed. However, the bidder is advised that the Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible bidder a contract for all or any portions of the work listed in the proposal, and in awarding a contract for less than the total work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed. WATERFRONT Learning, a program of the Allegheny Intermediate Unit (Pittsburgh, PA) providing services to various Allegheny Intermediate Unit (AIU) member school districts and districts served across the Commonwealth has released an RFP. The RFP vendors will be expected to implement a K-12 Virtual Educational Program, which includes full-time, supplemental, AP, credit-recovery and STEM options. Responding vendors should have a proven track record of managing and delivering a full-time and/or supplemental online education program with high student academic success. All courses shall comply with the Pennsylvania Common Core Standards and instructors shall possess valid Pennsylvania teacher credentials. The first pilot project will direct water off of Beacon St. into an infiltration trench with an adjacent meadow and mown path. The next pilot project is on the Bob O'Connor Golf Course. This BMP will create long bumps on the golf course that will slow down water, allowing it to infiltrate. A Site Visit will be held on Wednesday, September 11, 2013 at 1:00 p.m. for all interested bidders. The solicitation may be examined for bidding purposes at the Office of Procurement, Pittsburgh Water and Sewer Authority, 1200 Penn Avenue, Second Floor, Pittsburgh, PA. A charge (NO REFUNDS) in the amount of Ten ($10.00) Dollars shall be made for each C.D. requested that contains the solicitation. Checks/Money Orders ONLY covering said charges shall be made payable to "The Pittsburgh Water and Sewer Authority." A Performance Bond and Labor and Material Bond in the amount of 100% of the contract value for each awarded project will be required within 10 days of award. Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990. Workers shall not be paid less than the prevailing minimum wages as set forth in applicable schedule. This project is being funded, in part, by U.S.E.P.A. Contractors shall be expected to seek minority business, women's business and small business participation in obtaining supplies as well as in subcontracting work, in accordance with the procurement regulations of 40 CRF Part 31. The Contractor shall comply with the Resource Conservation and Recovery Act (RCRA) Section 6002 pertaining to Recycled Materials. For purchase of $10,000 or more, the Contractor shall, in making selections of supplies and equipment, purchase goods which contain recycled materials unless they are not reasonably available in a reasonable period of time, fail to meet reasonable performance standards, or are only available at an unreasonable price. The Contractor must assure that employees and applicants for employment are not discriminated against because of their race, color, religion, sexual preference, sex or national origin. The bidders will be required to submit the package of certifications included with the contract documents relating to Equal Employment Opportunity. The Authority reserves the right to withhold the award of the Contract for a period of 120 calendar days after the opening of the bids. The Authority reserves the right to reject any or all bids, and to waive any informality or minor irregularity in any bid or bids. The Authority also retains the right to investigate the qualifications of bidders prior to any award and to award contracts only to contractors who, in the sole judgment of the Pittsburgh Water and Sewer Authority, are qualified and equipped to properly execute the specified work. Notice of availability for Public Review And Comment and Public Hearing Housing Authority of the City of Pittsburgh 2014 Moving to Work Annual Plan The Housing Authority of the City of Pittsburgh (HACP) is a participant in the federal Moving to Work Demonstration Program (MTW). The 2014 MTW Annual Plan takes the place of the Capital Fund Annual Statement, Five Year Plan and the PHA Annual Plan normally required under the Quality Housing and Work Responsibility Act (QHWRA). The HACP's 2014 Moving To Work Annual Plan will be available for review from August 19, 2013 to September 18, 2013 at the HACP Executive Office, 200 Ross Street, 9th Floor, Pittsburgh, PA, 15219; the HACP Web Site www.hacp.org; and at HACP Management Offices.
