PUBLIC NOTICE Request for Proposals for Bridge Construction Inspection Services For Wharton Township Project Wharton Township is seeking a Statement of Interest (SOI) from consulting and construction management firms capable of providing Construction Inspection and is a registered PennDOT Business Partner, for the Cole Road Bridge Replacement Project in Wharton Township, Fayette County, PA. The project consists of the removal and replacement of the bridge structure carrying Cole Road over Stony Fork together with the road improvements incidental to the replacement. This project will be funded utilizing PA DCED and township funds and will be administered through the Penn DOT District 12-0 offices. Statements of Interest (SOI) must address, in detail, construction inspection services experience. The project must be staffed with one (1) TCIS -1 inspector. This inspector needs to be certified in the use of CDS NextGen and proficient in using ECMS Wave 5, be PennDOT certified for concrete, rebar and asphalt. All inspectors shall meet Penn DOT requirements for their classifications. All work will be documented by methods approved by PennDOT. The bridge replacemment project includes the removal of an existing open grate bridge together with its abutments, a road realignment, and the design and installation of a precast concrete box culvert, end sections, and related road work. Because this invitation is for Construction Inspection Services, the Modified Selection Procedure will be used, meaning that the township will work with PennDOT to develop a final ranking of the consulting/construction management firms based on the Statements of Interest (SOI) received. The SOI will serve as an abbreviated Technical Proposal, with work and services proposed along with the Consultant's Qualifications Package. The Township encourages responses from small firms, minority firms, and firms who have not previously performed work for the Township. There will be no DBE goal for the agreement. The Selection Criteria will include, in order of importance, the following: • Accurate understanding of the project and needs required - 25% • Specialized experience and technical competence of the consulting firm - 20% • Past performance with respect to work quality - 25% • Specific experience of individuals who constitute the inspection team - 20% • Current workload and capacity to perform work within the time limitations - 10% All responses must be postmarked no later than July 29, 2013, which is at least 10 business days from the date of this advertisement, and must be received at the below address not more than 2 business days later.
