NOTICE TO BIDDERS ROSS TOWNSHIP ALLEGHENY COUNTY, PENNSYLVANIA Sealed Proposals will be received by Ross Township, Allegheny County, Pennsylvania until 10:00 AM on March 28, 2017 to be publicly opened and read immediately thereafter for the following project: BASCOM AVENUE SANITARY SEWER REPLACEMENT This project involves the replacement of approximately 1150 L.F. of 8" VCP pipe with 10" SDR-26 PVC including, but not limited to: sanitary sewer excavation and replacement including wye and lateral repairs, manhole installation, connection into existing manholes, post repair CCTV, and grouting and abandonment of the existing line. All traffic control and restoration of disturbed areas are also included in the project. All Proposals must be delivered to the Ross Township Municipal Building, 1000 Ross Municipal Drive, Pittsburgh, PA 15237-2725 by 10:00 AM prevailing time, on March 28, 2017. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words "BASCOM AVENUE SANITARY SEWER REPLACEMENT" Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at The Gateway Engineers, Inc., located at 100 McMorris Road, Pittsburgh, PA 15205 where sets of said documents may be obtained upon payment of $75.00 fee per set. NOTICE OF APPROVAL OF NEW REGULATIONS Allegheny County Board of Health On March 8, 2017, Allegheny County Chief Executive Rich Fitzgerald signed Ordinance No. 07-17-OR into effect. The ordinance was passed by Allegheny County Council on March 7, 2017. The ordinance ratified a package of regulations promulgated by the Allegheny County Board of Health under the authority of the Local Health Administration Law. The regulations ratified by the ordinance are as follows: Article XXII ("Use of Electronic Cigarette Devices in Public Places"): This regulation prohibits the use of e-cigarettes in indoor public places and work places. The regulation does not apply to any public place or work place that qualifies for an exception under Section 3 of the Pennsylvania Clean Indoor Air Act and for specialty e-cigarette establishments that satisfy certain requirements. A specialty e-cigarette establishment is defined as a business establishment whose sales of e-cigarettes and e-cigarette related products comprise at least 50% of the gross annual sales. Amendment to Article III ("Food Safety"), § 307: This amendment requires that food service workers thoroughly wash their hands after using e-cigarettes and prohibits workers from using e-cigarettes while engaged in food preparation or service or while in certain areas used for food preparation and washing. Article III, § 338, has also been amended to include a definition of "e-cigarette." Amendment to Article XVI ("Environmental Health Civil Penalties"), § 1604: The proposed amendment would update the titles of the ACHD articles in which the civil penalty provisions in Article XVI are applicable and adds Article XXII ("Use of Electronic Cigarette Devices in Public Places") as an article under Section 1604. The newly approved regulations are available for inspection at the Allegheny County Health Department's administrative offices located at 542 Fourth Ave., Pittsburgh, PA 15219. A copy of the new regulations can also be found on the Allegheny County Health Department web site at www.achd.net or by calling 412-578-8320 to request a mailed printed copy. Pursuant to the Local Health Administration Law, which states that newly approved regulations of a county department of health cannot take effect sooner than ten days after approval, these regulations will take effect on March 20, 2017.
